Overview

Home to Chip Sealing

New Zealand claims to be home to the scientific approach to chip (sprayed) sealing. This was recognised at the First International Conference in a presentation by Rick van Barneveld, CEO of Transit New Zealand.

Rick's presentation, entitled "An Ode to Hanson" described the background to the work of F M Hanson (see photo).

Hanson's on-road observations and scientific experiments allowed him to develop a rational basis to seal design. His pioneering work was published in the 1934-35 proceedings of the New Zealand Society of Civil Engineers. Hanson's volumetric approach is still at the core of most current day seal design procedures.

Roading New Zealand

Roading New Zealand is the industry representative body for a wide range of contracting companies and has available a range of technical publications. Further information specific to chip seals is accessible in the Roading New Zealand section below.

The NZ Transport Agency (NZTA) is a Crown entity established on 1 August 2008, under the amended Land Transport Management Act 2003, bringing together the functions of Land Transport New Zealand and Transit New Zealand to provide an integrated approach to transport planning, funding and delivery.

Background Information

New Zealand Transport Agency

Transit New Zealand was merged with Land Transport New Zealand to form the New Zealand Transport Agency on 1 August 2008.

An extensive list of publications are available from the web site.

Roading New Zealand

Roading New Zealand is the industry representative body for a wide range of contracting companies whose core business involves building and maintaining New Zealand's roading and land transport infrastructure. It is New Zealand's only specialist roading industry organisation.

Roading NZ has available a range of technical publications issued by the former Pavement and Bitumen Contractors Association, Austroads and others. Details may be found on the Roading New Zealand website. Some of these publications are available only to members.

An updated version of the Bitumen Burns Card has now been produced and printed copies are available to RNZ members. A PDF version can also be downloaded for use on noticeboards etc.

New Zealand Chipsealing book

Chipsealing in New Zealand Transit New Zealand, Road Controlling Authorities and Roading New Zealand jointly published the chipsealing textbook in August 2005.

This excellent handbook is essential reading for chip sealing practitioners. Information on the status of the handbook in contractual situations was given in an article by Joanna Towler (abstract shown opposite).

Orders for Chipsealing in New Zealand can be made from the New Zealand Transport Agency website. The cost is NZ$160 including GST, postage and packaging.

P/17, Q/1 and the Chipsealing Textbook

Transit New Zealand (Transit), Road Controlling Authorities and Roading New Zealand jointly published the new chipsealing textbook Chipsealing in New Zealand in August 2005.

As of 1 July 2006, Chipsealing in New Zealand has replaced Transit New Zealand's 1993 Bituminous Sealing Manual. One aspect, which needed to be addressed in the implementation of Chipsealing in New Zealand, was how to treat the chipsealing textbook contractually.

The chipsealing textbook is not a manual, so it does not specify the ‘correct’ or only way for a chipsealing operation to be carried out. Experience and research are presented in the chipsealing textbook so the reader can make their own informed decisions when using chipsealing technology. In planning the implementation, it became clear that other documents would be required to indicate how Chipsealing in New Zealand is to be treated in the contractual context.

To fill the gap between Chipsealing in New Zealand and contractual requirements, a number of Transit New Zealand specifications were revised. Updated specifications included TNZ P/17 Performance Based Specification for Bituminous Reseals, TNZ Q/1 Specification for Quality Assurance for Chipsealing and the State Highway Maintenance Contract Pro-Forma SM032 (commonly known as SOMAC).
